How much would a manual or tome of Stat upping cost?

The stat upping ones are very rare (the Xanthar's rules price by rarity) so (1d4+1gp) x 10,000 gold pieces.

Not including the cost of finding someone with such an item who's both trustworthy and willing to sell it rather than use it themselves.

Well, technically that's calculated through a Persuasion check, plus time and money spent and even then you have to roll on the magic item table so a manual might not even be an option. But the OP just asked what the book itself would cost.

Keep in mind that in 5th Ed, the T&M's after they're used go dormant for a century. So while they no longer poof into dust like they used to, it might be a sliiiiiiiiiiiiiiiiight bit of a rip-off if you buy a used book.

I know, but I thought it was important to note there is likely to be additional costs.
