Yes you can.

Metamagic can be applied to any spell you know, not just Sorcerer spells you know.

Depends. If the Sorc multiclassed into Warlock, Hex can be used like any other spell. If the Sorc got Hex via Magic Initiate, then it can only be cast 1x/day, without uocasts.

Either way, it can be metamagic’d, though I’m not sure Twin applies as it can effect more than 1 creature as a 1st level spell. Also, Twinning it doesn’t really do anything.
