According to the text, it says that, "Whenever you regain hit points while your familiar is within 100 feet of you, treat any dice rolled to determine the hit points you regain as having rolled their maximum value for you."

Does this apply to all healing or to a specific subset of healing such as spending HD or only from healing spells?

Yes, all healing, but also it's slightly more complicated than that. Any die roll that heals you restores the maximum amount of HP. Die rolls that determine damage which subsequently heals you are not affected - for example, vampiric touch or enervation. You roll damage normally, then heal a fixed amount determined by your damage roll.
