Dwayne Johnson's in it, so it's got my vote. He's usually really good at choosing enjoyable movies.

Yes. It takes absolutely no risks and every cliche that pops up is played irony free. This could have been made twenty years ago with the only change being it probably wouldn't be set in Hong Kong if it had been made then - and even that only because China was simply less of a significant film market in the 90s.

That said Dwayne Johnson is as much of a one man charisma machine as ever, the stunts are cool and it is visually a lot of fun.
