A little iobscure, but 3 bonus feats/5 levels isn't bad (Shackled City Hardcover):

High Handcrafter is a little more interesting. 6 skill points a level, some stuff related to crafting a talisman that goves you some earth based SLAs and (IMHO) the best part: 3 bonus feats over 5 levels. (you can chose 3/5 casting instead, but I can;t see why you'd enter this class as a caster). Unlike the Pathwarden above, the bonus feats aren't from a defined list, so the PrC can be very handy if you're looking to rack up some bonus feats for whatever reason. Entry reqs are skill ranks and one Skill Focus feat, so you'll end up two feats ahead. You also need to be good (meh) and speak Terran.

You didn't say, but from context it appears that you're looking for Wizard PrCs.

or Spell Focus feats (couldn't fit that in the title.

Master Specialist.

Artificer first 5 levels give you an item creation feat or metamagic every level. Maester should be fairly easy to get in and iirc does grant a few. The thing is, sorcerers are terrible crafters and suck at metamagic unless you work for it. So what are you trying to do?

Loremaster 1 is "free" if you are taking a sufficient quantity of metamagic and visit the Frog God's Fane to pick up Skill Focus[Knowledge[Religion]]. Olin Gisir and Master Harper are similar.

Another approach is to reduce your requirements. For example, if you only need Craft Rod when crafting a rod, you can use Psychic Reformation to have Craft Rod when you need it.

If 3rd party stuff is okay, Metaphysical Spellshaper is like baby Incantatrix.

Psychic Reformation and Dark Chaos Shuffle, or hell, PHB2's retraining rules
You could become a dragonborn for losing some bad static feats from bad class features.
Then shapechange in an human and have one more bonus feat.
Or if you do not already have a race that grants a bonus feat then shapechange into an human each time you need a bonus feat and you can probably pick a different one at each time.
It is not in your list of forbidden things.

I have yet to meet a DM that gives players a free floating feat via polymorph.

Besides I have to be human for my build. Least Dragonmark (Mark of Making) is human exclusive and that feat is what makes level 1-5 fun instead of an excruciating wait.

Been perusing that to see if there's a PrC that gives me bonus metamagic feats without, you know, requiring a metric **** ton of prerequisite feats.

Precisely you can become dragonborn after being human since it is an acquired race and not an inherited one and if you do that at levels other than 1 you can drop the bonus feat you get from being close to your familiar which is a constant feat that is not used in your build and that is going to come back immediately since being near the familiar constantly gives you that feat.
So becoming a dragonborn later than level 1 is a great idea if you picked human only for the bonus feat.
Unless dragonmarks are lost from changing race somehow.
