For a more updated source, there's the recover breath feat from the draconomicon, it requires con 17 and a breath weapon, and reduces the cooldown of your breath weapon by 1 (always at least 1 round, so you can't use it twice in one round). While not sharing the same name, it seems this feat was intended to be the successor to the rapid breath feat from savage species, as it's wording, and even it's special clause is much the same.

While I agree that "Recover Breath" may have been intended as a successor to "Rapid Breath" I would still allow both feats to be available to a cahracter given the distinct requirements of the feats and them not having the same name. In my opinion, reducing the breath interval by 2 rounds is not really gamebreaking given the fact that feats are so scarce for most characters.

It wouldn't be gamebreaking if you could use most breath weapons every round by default, at least the normal damage dealing ones. They're pretty much equivalent to casting Fireball only way harder to optimize.
Unless you're very low-op you'll probably have better things to do with your standard action every round.

Since both Rapid Breath and Recover Breath have been mentioned, the only thing I have to add is the Dragon Ravager PRC for True Dragons, from the Revise Bestiary of Krynn (Dragonlance Campaign Setting). At second level, it gets Enhanced Breath Weapon, improving all damage done by the breath weapons by 2 damage dice, and reducing the base recharge rate from 1d4 to 1d3 rounds. That may not seem like much, but when combined with Recover Breath and Rapid Breath, it allows the True Dragon to use its breath weapon every other round, provided they use no metabreath feats.

Until you're putting it on a shadow dragon and suddenly a CR13 adult shadow dragon with both those feats and ability focus is throwing out 40ft cones of negative energy that give 3 negative levels at DC26 reflex for 1 neg level instead, almost every round.

I did specify normal damage dealing ones. But even so, 3 negative levels per round at CR 13 is pretty nasty but not actually broken imo. It's also easily countered and then your hyperfocus will just bite you in the ass.
I wouldn't use it against a low-op party, but there's worse monsters in the various MMs.

Dragon Breath (The Spell) has d4 cooldown, and caster level duration. You can usually pack half your Level worth of Breaths for a 4th level spell on Average, and they deal decent AoE Damage. What's not to Love?

Sorcerers Love it extra, for not having to hurt their head on which Evocation line spells to specialise in, (The: Fireball or Lightning Bolt? Dilhema) but it's generally great for all casters.

Now, if you're still not happy:

An Aspect of Tiamat (Avalable as a Polymorph option to you through the 8th level spell "Aspect of the Chromatic Dragon", or "Polymorph Any Object Cheese"/"Wish Cheese"etc)

Has 5 Heads and 5 Different Breath Weapons, each with a separate cooldown. You can't use all of them together like the actual Queen of Chromatic Dragons, but at least you can Rotate through them, and are never out of...Breath.

Other than that, the Invocation-Using Class Dragonfire Adept (Dragon-Themed Warlocks of Sorts) Can use At-Will Fire-Breaths, that they can enhance with metabreath effects, which do have a cooldown. They also have other Invocations.

several dragons have multiple breath weapons and each track it's cooldown separately, allowing you to use your breath weapons more often. One of my favorites is to take a high level dragon, throw on the rapid breath and tempest breath feats with a single level dip into dragonfire adept granting you the ability to use Tempest Breath a lot while alternating between a powerful breath weapon and a measly one.

Time Stop ought to do it as a spell solution. It's a bit like hammering in a loose nail by collapsing a building on top of it but hey, you wanted options :smalltongue:
