These moments hardly seem to have much in common. The last one is literally just Haley returning to her original haircut.

I imagine they mean "they each, except the last one, symbolize a major turning point for that character's development,

I prefer to think of V's "I'm back moment" as occurring in #645 (http://www.giantitp.com/comics/oots0645.html). 653 is just Darth V get their ass clocked back to V, but V was still present and recognized as such as Darth (albeit not to Inksters).

I don't know, I think the point of an "I'm back" moment is that they're back to normal after a big (negative) change that lasted multiple strips. And usually they're not just back, but they've grown from their experience and are even better than they were before.

I'll agree that the "Haley's hair is long again" strip shouldn't really count. No more than when the Order got to firmament and took off their coats.
