I need a CR 1/3 or 1/2 tiny demon that I can throw a handful of at a low level part as part of a boss mob. Preferably something humanoid and nimble (so no lemures or that crap), that is clearly mischevious and evil.

At that level we're talking toads and possibly arthritic mice, if you want an evil outsider then the Lemures about as crappy as it gets. Let them level up a couple of times against evil fiendish newts or something until they're ready to deal with outsiders. Even home-brewing an outsider that low would kind of undermine the whole "badass EEEeeeEEEeevilllll" for me at least. These are people that are challenged by the average housepet

The best thing I can come up with is a fiendish monkey, advanced to 2 HD (ignore the size increase if you want it to be Tiny instead of Small). That should be CR 1/2.

The following creatures should be about:

A Fiendish Kobold NPC class 1: CR 1/4.

A Fiendish Kobold NPC class 2: CR 1/3.

A Fiendish Goblin NPC class 1: CR 1/3.

A Fiendish Goblin NPC class 2: CR 1/2.

A Half-Fiend Kobold NPC class 1: CR 1/3.

A Half-Fiend Kobold NPC class 2: CR 1/2

A Half-Fiend Goblin NPC class 1: CR 1/2.

Yeah, fiendish animals seem to fit the bill. Lemures are devils, so they really don't fit the bill at all. Dretches (CR 2) are the demonic equivalent (roughly), but they're not really that nimble. Quasits are CR 2 as well, but they can fly and have DEX 17.

Lord Silvanos> Why does a Fiendish Kobold have a higher CR than a Half-Fiend Kobold? :smallconfused:

It doesn't...
However, Fiendish monkeys and cats would be a good bet.

Typo, both are about CR 1/3.

Ummmm... the fiendish template doesn't add CR until the monster has over 3 HD.

Fixed now, I hope.

Demonic Tiny Monkeys sound very funny. Just picturing Taldega Nights "I'm gonna come at you like a spider monkey!" bit. Let them leap and move via. braciation so you can get around that crappy tiny creature move rate.

Hmmm... some Core animals and monsters in the CR 1/2 range that would be interesting fiendish adversaries...

Baboons (http://www.d20srd.org/srd/monsters/baboon.htm)
Eagles (http://www.d20srd.org/srd/monsters/eagle.htm)
Tiny-Small Viper (http://www.d20srd.org/srd/monsters/snake.htm#viperSnake)
Small Monstrous Scorpions (http://www.d20srd.org/srd/monsters/monstrousScorpion.htm)
Stirges (http://www.d20srd.org/srd/monsters/stirge.htm)

And, of course, you could fiendify goblins, hobgoblins, kobolds, etc.

Thanks all for the suggestions- excellent advice as usual. I think I'll go with fiendish tiny monkeys and just change the flavor. Maybe a flying half-fiend kobold. What would wings add to the CR? A quasit has too many Sp for the size of the group and inexperience of the players.

Wings are included in the Half-Fiend Kobold package.

Speed: A half-fiend has bat wings. Unless the base creature has a better fly speed, the creature can fly at the base creature’s base land speed (average maneuverability).

IIRC Savage Species has a winged template that just add wings to a creature that does not have them.

Yes, for a +2 LA. Totally not worth it as a player; inordinately useful as a DM.
