The most "spell slots" you could possibly get with just 1 level dips by level 20?
Similar vein in trying to get 1 level dips in every full bab class to reach 20 bab by lvl 20 with 20 different classes, but with spell slots.

Int 12, Wis 12, Cha 12 maybe

Let's count psionics too because you can take that feat that gives you increasing numbers of power points.

For now just what I know:

You mean one level dips only on Base Classes, or in PRCs too?

Make sure the Wizard 1 is actually a Specialist Wizard 1 for the extra spells.

The mahou-tsukai prestige class from Oriental Adventures is super weird and super unique. Hidden in the back of the book, it lets you trade existing spellcasting levels before you enter for its own progression, with each level you trade giving you an effective level in the class. You also keep the spells known of the original class, adding them to your list.

Plus your bonus spells. Your spell list is like an odd mix of cleric and sorcerer, with an ‘evil and destructive’ theme.

Make sure the Wizard 1 is actually a Focused Specialist Wizard 1 for the extra spells.
^The above change requires giving up one additional spell school, as well as one "generalist" spell slot, for a total extra 3 specialist slots! I would say worth it for your intended goal!
Specialist: -2 schools (or 1 if Divination Specialist), +1 Specialist spell slot per level.
Focused Specialist: -1 additional school, -1 "generalist" slot per level, +2 Specialist slots per level

Do power points count? Each one is the equivalent of a 1st level spell slot.

Take the Magic Mantle and Supernatural Transformation (Psionics) to boost your MLs for each of your psionic classes to ML 20 at level 20. Take all of the 1-level dips for each psionic class you can get away with. Now all of your classes each grant the equivalent of a 20th level character, at least where bonus pp are concerned. Boost your mental stats as sky-high as you can. Three levels in illithid savant will let you eat a red wizard to get circle magic for all of your MLs. Further boost all of your MLs due to some (bought off) LA from bloodlines, and more from items and feats. Now add all of your MLs together from Dragon #313's mind mage (twin wells, same source); it helps if you take 3 levels of illithid savant instead of 10 levels in the class. Now add them all together again with the Master Psithief variant of the Master Spellthief feat. Use ardent to procure level-appropriate powers beyond the first few levels.

I have a level 21 gestalt character who has to use scientific notation to determine the number of power points he's got in this way.

[edit] It also helps if you use spell points and are allowed to pool all of your points together, as well as classes that gain multiple CLs/MLs, such as psionic chameleon (http://www.giantitp.com/forums/showthread.php?145669-Making-the-Chameleon-even-more-awesome-(PEACH)).

Feel free to use illithid savant to eat a high level legacy champion instead of the above, and add the +class level ability to a 3-level dip in illithid savant to get mind mage and red wizard abilities.

Yeah, it doesn't work with more dips if you take it earlier, sadly. Also, the PrC is addictive and tries to force you to keep taking levels in it, which may throw a monkey wrench into things.

if this is a theoretical exercise, then I should probably mention Illumian (Aeshkrau:) + Cancer Mage dip + Festering Anger. Your bonus spells are based on Str, and you have a theoretically unlimited Str score over time.
