CanI use the psionic power "Anchor Plane" to create a limbo like place?

Can I use Anchor Plane power to create a place like limow in other words that i can change and anlter with the willpower of my mind?

Sound like a very useful and cool place for a base.

Sound like a very useful and cool place for a base.
Theoretically yes, but there's a couple of things to keep in mind:
1) It's an Eberron specific power, so you're bound to Eberron planes (not a significant limitation for your purposes - Dal Quor, Kythri, and Xoriat get you the trait your after - but something to keep in mind).
2) You get one planar trait (in this case, you're after "highly morphic" - but others you might want are "timeless" [Dolurrh] so your spells don't run out, or flowing time [Dal Quor] so you get more done while at home).
3) Other folks in the area get it too, if they're aware of it.

Edit: Oh, also: I'm unclear what happens to things you've created once you leave.
