Is there any spell Cleansing touch can't get rid of, or is it universal?

Secondly...if a Paladin is hit by Feeblemind, or some other affect that reduces his mind, can he still cleansing touch himself?

Cleansing Touch: you can use your action to end one spell on yourself or one willing creature. There's no stipulation for limitation on level, type, school or anything else, so yes, any spell.

However, something like Feeblemind, I'd rule you couldn't, since Feeblemind keeps you from being able to use spells, magic items, understanding language, etc. The only caveat would be, since it's an ability, not a spell or magic item, if a party member could convince you to use it on yourself, somehow... then sure (Dominate Person would probably work). But you wouldn't have the thought process necessary to use it on yourself without guidance.

Mechanically, there's nothing preventing you from Cleansing Feeblemind from yourself. Fluff-wise, you have wonder if there's enough of your mind left to process your situation and figure out that Cleansing Touch will help you.

seeing as your wisdom is still in tact, i dont see why your paladin wouldnt reflexibly use his regenerative abilities to heal himself.
medicine is a wisdom stat, and wisdom being a stat that dictates how aware you are of your surroundings.
since paladins arent wizards who require a deep "scientific" understanding of spells and magic but are more intuitive and faith based. pure instinct.
why wouldnt they recognize something is wrong and that they can fix it.
spiders have 1 intelligence, and they can make complicated webs to hunt prey and feel for vibrations to know when they have caught one.
a paladin of 14th level should already have his abilities down as instinctive reactions, specially if its to heal themselves.

Feeblemind is like Inflict Wounds or Plane Shift or Meteor Swarm: ending the spell doesn't help you (it's already over). You need Greater Restoration to fix the damage it did. Cleansing Touch isn't applicable.
