Based on my reading, it seems to me that a character who has the spellcasting feature for a class who does not “learn” spells — e.g. does not have “spells known” — could theoretically prepare and cast a spell of that class of any level so long as their Pact Magic slot was sufficient. I.e. as a Paladin 2/Warlock X, if my Pact Magic slots are at level 5, I could cast Find Greater Steed.

This seems wrong. Is it just a RAW loophole DMs should kill quickly?

You're reading it wrong.

"You determine what spells you know and can prepare for each class individually, as if you were a single-classed member of that class." PHB p164

It's pretty straight forward and explicit.
