I need a way for a character to gain the evil sub-type with minimal Level Adjustment or Racial Hit Dice.

The Wish ritual in Savage Species. You need somebody to cast Wish on you to do it (Scroll, Paid Archmage, etc), but there is no real level limit.

Unholy Scion is a costly LA +5 for the evil subtype, and also changes your type to outsider.

5 Levels in Divine Disciple will give you the evil subtype if you serve an evil deity, though you'd need to qualify.

Not that LA is usually ever worth it but Unholy Scion does get some pretty amazing stuff for the LA +5 at least.

No, its a humanoid with [planetouched] subtype

Divine Disciple 5 (PGtF) gets the alignment subtype(s) of non-neutral alignments that they have in common with their deity.
It's a divine caster PrC with easy requirements that doesn't lose any casting. The only downsides are that it needs 4th level divine spells and that it doesn't add much else beside a bonus domain.

EDIT: Current character is dying in one or two sessions so base races with the evil sub-type, again minimum Level Adjustment or Racial Hit Dice (Maximum +5 ECL unless it is really good please)

Neraphim from the Planar Handbook with Persisted polymorph or metamorphosis to become a fiend. +0 LA, outsider type, [Evil] subtype. And you're not alignment-restricted at all.

The easiest way to do this is via a cleric dip with Divine Metamagic: Persistent Spell. If you're higher level, you can buy a phylactery of change, from the Arms & Equipment Guide for 11,200 gp. If you're much higher level, you can buy a psychoactive skin of proteus, from the Expanded Psionics Handbook.

And when you don't need the subtype, you can use the above combo for other things, such as a dwarven ancestor form for crafting.

Neither neraphim nor tieflings have the [evil] subtype, and even if tieflings did, alter self doesn't change your type or subtype.

EDIT: Got ninja'd by an edit. Polymorph and metamorphosis do give the new form's subtypes, but with tiefling that still just gives you [native], not [evil].

Now it ought to work. Gotta decide on a decent fiend to polymorph/metamorphose into, but that's not a big deal.

Dretch is officially an ECL 4 creature with 2 RHD and 2 LA. Imps have no official LA, but probably fits around +2 LA as well.

For what it's worth, I found +1 LA to be fine for the imp as well as the quasit in the LA-assignment thread. The dretch was deemed balanced at +0.

If you're fine with some RHD/LA there are also Kaorti (FF, 2 HD +2 LA) and Phaerimm Hatchlings (LEoF, 2 HD + 1 LA).

How permanent should it be?
Because Ghostwalk WE (http://archive.wizards.com/default.asp?x=dnd/we/20030607a) have the Demonic Blood Infusion spell, which can (for 1 hour/level) give you Chaotic and Evil subtypes, and make you count as an Outsider for the purpose of spells and effects that affect only certain creature types

The basic Dretch demon is something like LA +2 with 2HD.

Diablous with the Divine Minion (http://archive.wizards.com/default.asp?x=dnd/mb/20050209a) (Sebek) template comes in at LA +1.

The ritual costs you 56000 gp and 2240 xp, and requires a Cleric of at least 7th level to perform. You have to make a will save for the ritual to work (which is easier if the alignment subtype you seek to gain matches your actual alignment).
