I was looking to add to some classes spell lists (as a reward) a spell that ran something like:

duration: 1 min (concentration)

For the duration of the spell you may cast any spells of first or second level with a casting time of one action without spending a spell slot (all other rules, such as knowing the spell, components etc. must be obeyed). If you cast this spell with a spell slot of 7th level or higher you may instead cast spells up to 3rd level.

For druid, cleric, bard, warlock this seems pretty modest in power (at first glance) as most of their good spells are concentration (and whilst dissonant whispers every turn is nice, at level 11+ it is not too broken. For sorcerer/wizard I am a bit worried that there are a lot of effects to chose from and it might be a bit much. Even healing spells are not that far beyond aura of vitality.

I don't have much to benchmark this against so it is tough to judge. What are peoples thoughts on the worst abuses?
