Basically, a magic ring that does the same thing as a Devotion Paladin's level 15 ability.

How rare should this be?

How rare you want it to be.

If you're the DM, you decide when the PCs have access to that king of things.



That being said, a magic item that gives access to a full class ability, and a high-level one at that? That's incredibly powerful. Even most Legendary ones don't compare.

Since it is similar, but superior, to the Cloak of Displacement; I think Very Rare and Attunement required seems fair.

This is true. Keep in mind that not all class abilities like this are necessarily that good, but a permanent concentration effect that you don't have to concentrate on is worth quite a bit.

The Icon of Ravenloft of Ravenloft does this, with a few things worth noting:
-The effect only functions against Fiends and Undead (2 of the 6 creature types the spell normally includes)
-It affects all creatures around it within 30 feet
-The attuned creature gets: A free casting of Augury once per day, The ability to use this as a +2 holy symbol for turn the undead/turn the unholy, a 30ft casting range Cure Wounds once per day.
-It can only be attuned to by a good creature.

This is a very powerful effect, this item is a Legendary Campaign specific item. There are limitations on a few of these effects but even with those it's very much worth an attunement slot.

Comparing it to a few "Permanent" magic items:
-Ring of Warmth (Uncommon) Incredibly Niche effect preventing the negative impact of cold temperatures. Cold Resistance as a nice bonus.
-Ring of Feather Falling (Rare) It's permanent Feather Falling. Very useful.
-Ring of Free Action (Rare) This is half of a 4th level spell, and not the worse half. Incredibly powerful for only a rare item.
-Ring of Jumping (Uncommon) At will self jump, worth noting this is a 9th level Warlock invocation (the invocation is considered suboptimal by the time you acquire it)
-Ring of Invisibility (Legendary) At will invisibility

With this in mind, we can safely put the item above Uncommon as the effect of Protection from Good and Evil is equivalent to a 15th level class feature and a 1st level concentration spell for free.

It's either an incredibly powerful Rare magical item or a Very Rare. I would lean towards Very Rare. I don't think the effect is necessarily worth the Legendary tag by itself but an argument could definitely be made in favor of that. Protection from Evil and Good isn't always that useful but in the instances that it becomes useful it is almost always a life or death case.
