Who is this?

So, I was just rereading the Book of Exalted Deeds for the first time in quite a while, and I started wondering something. Who the heck is Bharrai? He is obviously a god, because the Magic chapter of the book lists a unique domain for him, but I can't find anywhere in the book that says a word about him other than the Sentinel of Bharrai PrC on page 69, and listing him as giving the Herald domain on page 87. Is he from a different book?

Also, page 87 lists Barachiel as giving the Herald domain, not Bharrai.
