In one D&D wiki I found the Mark of the Storm.
Can someone please clarify what the limits of the Marks and how to obtain them (whether if you are royalty and get one, or you did something for them etc..)

It's an race option for Half-Elf characters presented in Wayfinders Guild to Eberron. It substitutes some of the features and ability modifiers by those of the Mark of the Storm chars.

I don't understand exactly what you mean with "limits", but your char have to be a descendant of someone with the Mark of Storm. It's an hereditary thing, but no royalty.

you pick the appropriate race for the mark you want, then take those stats vs your race base stats. You can improve it by taking the greater mark feat.

you can be part of the family, a lost member of the family, or outcast of the family.
