At-Will 1st Level Spell Like Ability

SLA: Blood Wind

Is there a way to be able to make Blood Wind an At-Will SLA?
I know of the feat for Kobolds specifically that lets them use the SLA 3/day, but is there a way to make it at-will?

Other than possibly Bloodstorm Blade is there another way to make your full natural attack sequence at range?

Make a Faustian Pact with a devil (fiend folio or Fiendish codex 2 I think) to pick up a free spell slot of any arbitrary level and use that to fuel Innate Spell :)

The following will allow you to pay for another standard action use of the spell in exchange for downtime, gold, and XP

at level 1 you can take scribe scroll
at level 3 you can take brew potion
at level 5 you can take craft wand
at level 6 you can take craft skull talisman (frostburn)

My suggestion is either potion or wand. With Potion Bladder (dotu p.93) you can drink your potion as a standard action with no attacks of opportunity.

Arcane variant Swordsage; use the spell as a Maneuver an arbitrary (but action-limited) number of times per day.


EDIT: Primal Scholar PrC; use action points to recover prepared spells up to level 5; use a level 5 spell to get arbitrary action points.

You could also see if your DM would allow a custom item, like Bracers of Blood Wind.
