there are plenty of deities for tempest clerics, however I'm having a bit of a time finding one that matches my background.

A soldier in a war, Rameon lay close to death on a battlefield near a man whom he also saw as a brother, also near death. An enemy marched throughout the battlefield strewn with bodies, putting those barely clinging to life out of their misery. The enemy soldier walked up to the two brothers in arms, and his friend locked eyes with him one last time, a tear sliding down his cheek.
As the enemy soldier brought his spear down upon a man who Rameon saw as a brother, with a final burst of strength Rameon picked up his shield and threw his own body between the two. A flash of light, and everything went black. Rameon woke up, the enemy soldier was a charred heap and Rameon felt lightning shaped scars burned throughout his own face and body.
A God had seen the sacrifice and had shown Rameon favor, sparing his life as the enemy soldier was struck down by a Billy of lightning emenating from Rameon himself.
He didn't know who the God was that saved him and his brother in arms, but he pledged himself to that God, and have himself to the singular purpose of protecting those who had nothing, gaining renown as a soldier of Waterdeep who went to work with the storm at his side, all the time searching far and wide for the name of the God who saved his life.

Which Tempest Cleric deity would act this way?

Talos, god of storm and destruction.
Any god would act that way if it suits his interests. Or maybe he wasn't saving you but avenging one of his followers.

Edit: "destruction", also referred as "renewal" depending on the source.

Probably Thor, if he's on the table. Unfortunately, most tempest deities are evil, but you could say some of the generic deities of self sacrifice and courage were the ones this time. Like Torm or Ilmater

Also "Billy of Lightning"

Kord is the storm god and the lord of battle. He revels in strength, battlefield prowess, and thunder. Fighters and athletes revere him. He is a mercurial god, unbridled and wild, who summons storms over land and sea; those who hope for better weather appease him with prayers and spirited toasts. He gives few commands:

Be strong, but do not use your strength for wanton destruction.
Be brave and scorn cowardice in any form.
Prove your might in battle to win glory and renown.

I'd go with Kord if you don't want an evil one.

Go with something that doesn't make a lot of sense.

Make it a family deity, as in, the PC's family all worship that deity and it has always been expected Rameon to also worship that deity. So Rameon became a wordhiper of that deity, but the soldier life called...

Perhaps Lliira? Goddess of Life? Rameon did try to protect his brother in arms... Soldiers defend life, just as much as they take them.

But why or how is she giving Rameon the tempest domain? Work with your DM to figure that out. The DM could throw in clues every once in a while. Maybe Lliira is allowing a friendly deity to take over Rameon's cleric abilities. Perhaps a different deity, one in hiding, is trying to take Lliira's followers? Perhaps Rameon has sorcerous blood and the combination of that and her divine magic made things go sideways? Not enough blood to be a sorcerer, but enough that when under stress and divine influence, things get funky.

Maybe Lliira has an awkward sense of humor, or takes things too literal? You know, the spark of life?

Yesss.

I like how you think.
