Yeah, if you're Multiclassing, you can get that. If you're Fighter 11 / War Cleric 1, you can use it as a 4th attack as early as 12.

Assuming you are getting the extra attack feature from another class, absolutely. The phrasing is "when you use the Attack action..." The attack action can be 1, 2, 3, or 4 depending on the class or level. After using that action you then can use the war priest feature to get an extra attack as a bonus action.

Okay, but it's a bonus action attack, not a part of the normal attack action as I'd thought. Still has it's uses, though.

Plenty. It is very much like Second Wind for fighters: precision application is key.
