Where are philosophical topics that do not fall under the purview of science to be discussed?

You're going to have to be waaaaay more specific if you want an answer from the mods.

Real world religion is banned on these boards, and many philosophical topics fall under that heading.

What is it you specifically want to discuss?

General philosophy tends to get discussed in Random Banter, but, as Mystic Muse said, philosophy that intersects with religion or politics is actively discouraged. Somehow, most philosophy intersects with either politics or religion, so be very, very careful about what topics you try to start discussions on.

Real world religion and politics are the two most likely to come up in a philosophical discussion. Interpret these broadly and give them a wide berth. Err on the side of caution, and if you think something might be inappropriate just don't post it.
