OK, so... Racial Heritage(Kitsune) (https://www.d20pfsrd.com/feats/racial-feats/racial-heritage/) lets you qualify for feats as though you were a Kitsune. Fox Shape (https://www.d20pfsrd.com/feats/general-feats/fox-shape) requires Kitsune, but doesn't specifically require the Change Shape ability. It grants the ability to turn into a fox as a standard action (and presumably back...), including... essentially all mechanics of the change right there, other than specifying it's Su (which it ... probably ... is...). Swift Kitsune Shapechanger (https://www.d20pfsrd.com/feats/general-feats/swift-kitsune-shapechanger) lets you take on Kitsune or human form as a swift action - no reference to Change Shape either (and may be necessary for getting back to human form from fox form).

Would that actually work?

Note that this isn't true of all such - Realistic Likeness (https://www.d20pfsrd.com/feats/racial-feats/realistic-likeness-kitsune) specifies "When you use your change shape ability" - so you could qualify for the feat, but explicitly can't use it unless you use a named "Change shape" ability. Funny....
