Edit: forgot to mention the book.

So what is the best 1st level, 2nd level, and eventually 3rd level personal buffs for you and your allies?

So in an abscure adventure book a new magic item is introduced. Expedition to Undermountain page 217 Gremma's Cauldron.

5,000 GP to buy or 2,500 gp and 200 xp crafting Brew Potion and the spell minor creation or major creation.

It allows you to brew a potion by sacrificing a scroll and also extra regents in order to upgrade a potion to a scroll. Furthermore you are not limited to the normal rules with potions such as it has to be a targeted spell and the spell can't be a personal range spell. It also allows people to brew potions without the brew potion feat, brew potions faster if you have the feat, and the ability to sacrifice 25 gp once every day to gain a potion of cure light wounds (which is the market price.)

Well 1st level scrolls / potions are extremely cheap. So cheap that you would just want them anyway for your non spellcaster. 2nd level spells are more expensive but still cheap, 3rd level spells though are starting to get to the point they are not beneficial compared to normal magic items.

----

So what are the best 1st level, 2nd level spells, (and kind of 3rd level spells) you would want to give to a non spellcaster so they can buff themselves in their own rounds?

Also the spell Quick Potion is also awesome (changing your spellcaster spell slots into potions, especially useful with pearls of power.) And the feat Delay Potion which makes the potions a swift action to activate and it lasts several hours before duration is started counting for Delay Potion works for a number of hours equal to your Con bonus.

----

Potion of Haste
Potion of Girallon Arms
Potion of Enlarge Person
Potion of Heroics
Potion of Improvisation (Bard spell)

Anything else?

Check out "List of Sor/Wiz spells castable on others" on my signature.

Arms of Plenty stack with Girallon's Blessing.
All fighters need Fly
Investiture of the Bearded Devil gives an additional +2d8 damage a round
Spiderskin gives +Natural Armor
Displacement gives a 50% miss chance

edit:If you have an artificer in the party, check out the Divine Crusader PrC in Complete Divine. Their spell list allows for lower caster level buffs so you can create cheaper scrolls/potions of higher spell levels.

edit2: Can't be a potion but Alter Self is an amazing buff. +8 Natural Armor, or +17 if an outsider.

I forgot to explain the item Gremma's Cauldron. Potions of Alter Self work if you make a scroll of alter self and then use Gremma's Cauldron to change it into a potion (you do have to sacrifice some gp / regents in order to upgrade it.)

if you want personal buffs that this is enabling you to cast on others, then as a starting point:

1st level:
shield - situational, nice for 2H wielders and awesome against something spamming magic missile

2nd level:
see invisible - if the party's spot expert has this up they can tell you where to drop the glitterdust. Also, if you have none left the fighters can still chop the opponent up!
