question about soulbound weapon acf..

I'm looking at PsyWar and the soulbound weapon acf versus the call weaponry power itself. The power itself has an augmentation to spend extra PP to increase enhancement bonus of weapon. Soulbound acf doesn't specificly override this augmentation.

So could we have a 20th PsyWar with a 'weapon' with a +9 enhancement bonus to hit and damage and up to a +3 enhancement bonus of say speed, or lucky, etc? Making for an effective bonus of +12 before manifester level shenanigans?

You can use both augmentations, but there is no point since they would not stack. It is in the standard rule about bonuses. Bonuses of the same type do not stack.
