Maybe I am just reading this logic puzzle wrong, but no more than half of a creatures HD, no less 1,000 XP (10 HD), means either an epic creature or a creature on the verge of becoming epic are the only candidates for Simulacrum. Unless of course you pay a flat 1,000 XP regardless of the actual HD that are generated.

You pay a minimum of 1000 XP so to make a Simulacrum of a 1 HD thing you need to pay 1000 XP.

Well, it is inefficient to do so to creatures of less than 20 HD, sure. But, sometimes, the king's daughter is still a 1st level aristocrat.

Also, sadly, not every 20 HD monster is epic.

um the King's 1st level aristocrat does not qualify for having a Simulacrum since 1/2HD isn't a thing unless you are really small....

Yes, you could for example create a Simulacrum of a Great Wyrm Gold Dragon if you have CL 20. Sure, it'd cost you 2,000 xp, but think of all the fun at parties!

You either pay 100 XP per HD of the simulacrum to be created, or 1,000 XP. Whichever cost is higher.

So a 12 HD Fighter would end up with 6 HD, and cost 1,000 XP.
A 36 HD dragon would end up with 18 HD, and cost 1,800 XP.
A 4 HD Commoner would end up with 2 HD, and cost 1,000 XP.
A 70 HD Elder Titan would end up with 35 HD, and cost 3,500 XP.
