As the title states, would the two spells effectively stack with each other causing a creature to make two Wis saves before they are able to try and attack a creature?
Bestow Curse says the attacking creature must make a Wis save at the start of each turn, or wastes its action that turn doing nothing. And Sanctuary says that a creature who is attacking creature must make a Wis save or choose a new target. Would the creature need to succeeded on a Wis save at the start of a turn, then again to try and attack someone protected by Sanctuary, then roll a 3rd time to try and beat the AC of their target just to get a hit off?

A remove curse spell ends this effect. At the DM's option, you may choose an alternative curse effect, but it should be no more powerful than those described above. The DM has final say on such a curse's effect.
