Odd Question about City Brawler Barbarian ACF from Dragon #349

Okay this is an odd question about the City Brawler Barbarian ACF from Dragon #349

Okay this ACF takes away your medium armor, martial weapons, and shields but grants you Improved Unarmed Strike, and the "effects" of Two-Weapon Fighting while unarmed.

Now this ability Upgrades to Improved and Greater two weapon fighting at level 6th & 11th. However my question is this. Do to its odd wording i'm unsure if I were to multi-class out of Barbarian before those levels would I still get the effects. (Ex if I were say Barb 4/Monk 2 would I get the effect of Improved two weapon fighting?)

Again I would normally think not but the odd wording makes me wonder.

If anyone else has thoughts on the matter I would greatly appreciate it.

Most abilities that use the word "level" when refeering to an upgrade of an ability mean the "class level" of the same class.

It's the barbarian level that grants the effects of these feats. Not having the sufficient levels of barbarian means you don't get those effects. In the example, you get a few monk effects instead.
