Is there a race that grants proficiency with shields, the same way mountain dwarves get proficient with long and medium armor? Any non-homebrew race will do.

If you're a Bard, Rogue, or Warlock you could go VHuman and take Moderately Armored, but other than that no.

Vhuman is not allowed :P but literally every other race I've asked about had been accepted (only exception was Minotaur).

Just trying to, without blowing a feat, get my GOO warlock to use a shield :)

That's my backup plan, but I want the GOO spells and features. Telepathy, even one way, roll be very helpful for the stealth aspects of the campaign.

If I switch to a race for telepathy it's probably going to be Vedalken (already approved) because the ability scores help more from them and it gives me a medium size for Mask of Many Faces to let me impersonate a wider variety of races as the parties infiltrator.
