Ways to reduce spell XP cost?

I'm NOT looking for ways to cast the spell for free like Dweomerkeeper, Spell-Stitched, Grisgol, Runic Guardians etc. I am talking about literally reducing the xp cost of casting.

Extract Demonic Essence only curses items; there isn't a percentage chance of anything bad happening (except maybe an angry demon) if you use it for a spell.

Would the DM consider crafting a Scroll of Wish using Liquid Pain or Ambrosia to pay the XP for both the crafting cost and the spell cost at the same time to be okay? As far as the SRD is concerned (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm#creatingScrolls), you pay both XP costs at the same time.

Outside of turning it into a SLA or similar, the best way to get XP-free wishes remains having someone else do it for you. So Dominate Person? Probably after removing Mind Blank/etc.

Would using twin spell allow you to bypass paying the XP cost again?

Yeah that's exactly why I'm looking for ways to reduce the XP cost of spells and not magic items. There's literally no downside to Extract Demonic Essence if you use it to cast spells.

There is a rod in the elh that can provide xp for spell casting or item crafting iirc. 2k per rod, once a day. 13 of them allow you to craft infinte of the same rods at no xp cost. It's epic though so good luck.

3rd party book Ultimate Feats has Inner Depths of the Soul, which knocks off 10% of all XP costs, with a further 5% off for each additional time you take it.

Glad I could help! If twin spell works for you, you may also want to look at Repeat Spell for a similar effect at a slightly cheaper adjustment.
