Boosting an Area with Magic

I'm building a Druid for a new game and was surprised to see Plant Growth as the only spell that really helped an area. I am a Halcyon Druid with some other stuff to expand my spell list, and was looking for a good spell to build the groundworks for a city (should the need arise).

Curse Terrain (especially with Permanency and Supreme) is more than capable of ruining an area- what spell can help build a new one?

(Would Miracle work?)
