So the spell Tenser's transformation makes it so you can't use magic while the spell is active. Specially I'm looking at a high level noctumancer who casts Flicker which gives him a 1/round immediate short range teleport, and next round casts Tenser's transformation.

Well the relevant text is


You lose your spellcasting ability, including your ability to use spell trigger or spell completion magic items, just as if the spells were no longer on your class list.

So obviously no casting spells, no wands or scrolls from your spellcasting class (at least without using UMD), but I don’t see any reason you couldn’t still actively use or direct ongoing effects.

Also, technically the Transformation spell doesn’t say anything about mysteries (or psionics or meldshaping or binding or other systems), though it might be reasonable for a DM to rule “no casting or manifesting or anything like that.”
