1. You should add a link to the Stardust Crusader class. Never heard of it.
2. It seems pointless to me (design-wise) to talk about post level 20 rules when it comes to a feat that can be taken by a 2nd level fighter.

Epic Attack Bonus

Similarly, the character’s base attack bonus does not increase after character level reaches 20th. However, the character does receive a cumulative +1 epic bonus on all attacks at every odd-numbered level beyond 20th, as shown on Table: Epic Save and Epic Attack Bonuses. Any time a feat, prestige class, or other rule refers to your base attack bonus (except for gaining additional attacks), use the sum of your base attack bonus and epic attack bonus.

Breath Weapon (Su)

Using a breath weapon is a standard action. Once a dragon breathes, it can’t breathe again until 1d4 rounds later. If a dragon has more than one type of breath weapon, it still can breathe only once every 1d4 rounds. A blast from a breath weapon always starts at any intersection adjacent to the dragon and extends in a direction of the dragon’s choice, with an area as noted on the table below. If the breath weapon deals damage, creatures caught in the area can attempt Reflex saves to take half damage; the DC depends on the dragon’s age and variety, and is given in each individual entry. Saves against nondamaging breath weapons use the same DC; the kind of saving throw is noted in the variety descriptions. The save DC against a breath weapon is 10 + ½ dragon’s HD + dragon’s Con modifier.

Full BAB 1 per level x 1/2 = 1/2 * 1/2 epic progression = 1/4 or +1 per 4 levels. So actually it should be +1 per 4 levels above 20th instead of +1 per 2 (since the added bonus isn't being multiplied by half first).

A stardust crusader class could probably be made from the titles of the manga chapters as the abilities by the way:
1.1 Part 1: Phantom Blood (probably some sort of incorporeal thing?)
1.2 Part 2: Battle Tendency (improve damage/accuracy)
1.3 Part 3: Stardust Crusaders (name of the class)
1.4 Part 4: Diamond Is Unbreakable (defensive ability)
1.5 Part 5: Golden Wind (a special ability dealing with maneuverability/flight with out of combat and in combat potential)
1.6 Part 6: Stone Ocean (something really cool like a stance)
1.7 Part 7: Steel Ball Run (another maneuverability dealie)
1.8 Part 8: JoJolion (?)

Maybe not part 8.

If that's not enough use stands names and abilities too as well as "Your next line is..."
