In all the supplement books is there a 3.5e equivalent of the 5e feat Alert? If not, is there any popular homebrew that's reasonably balanced?

Improved Initiative covers the +5 initiative part (almost). As for immunity to surprise, the closest I know of is Uncanny Dodge which is a rogue or barbarian class feature.

Shape soulmeld: Impulse boots gives you uncanny dodge for a feat.
