I can't seem to find a race that gets this, but it would be extremely nice to have. Is there such a thing? Possibly with a +4 in Dex and no Cha or Int penalty?

There is no such thing. (At least not at a reasonable ECL. Maybe there's some balor-type monster out there with a zillion racial hit dice.) Closest thing would be daelkyr half-blood gaining a tentacle whip symbiont at level 10, or a human-style race spending the bonus feat to gain proficiency.

Is that like a Unearthed Arcana Alternative Race from before UA came out? Like can it only be applied to elves and does it give up Elves normal Racials including ability adjustment?

Dragon magazine 320. I think they're elves, but instead of "long bow, long sword" ... favored class barbarian. Nice on non-wizard elf martials.

Within dragon magazine, it is 'a take' if you were to try to combine World of Warcraft with DnD. The core races have different racial abilities because of setting, fluff, etc.

Dunno about 3.5, but in Pathfinder the Hobgoblin gets this if you take the "Pit Boss" racial trait. Only +2 in Dex instead of +4, but no Int or Cha penalty and no level adjustment.
