Changing Terrain

The Fey Magic alternate Racial Trait for humans gives the player unique abilities when in a terrain they choose at the start of the game. To what extent can a player change the terrain they’re in?

-Can Secure Shelter place you in Urban Terrain? How about Web Shelter?
-Can you dig a hole with Expeditious Excavation and be considered underground?
-Can you use Create Water and be considered in a water environment?

What can be used to change the terrain the player is in?

According to the ranger class, urban terrain means "buildings, streets, and sewers", whereas underground terrain means "caves and dungeons". So no on those counts. However, certain higher-level spells would work, such as Move Earth or Quintessence Mastery.
