Okay, I've been looking at Races of Destiny... and what? Anticipatory Strike is listed as a 2nd-level power? OMG?

Was this a typo or something?

Edit: And it also has an augument that changes your place in the initiative order too!

Might be, but it's irrelevant since the Complete Psionics version is the most recent version of the Power and has it listed for its "appropriate" level

Yes, really. RoD was published December 2004, while CP was published April 2006.
