Unfortunately, that's not how bloodlines work. So your time spent on that chart was for naught. My condolences.

You can actually take the bloodline levels whenever you want. Also, they're technically free.

You see, taking a level in bloodline is not a normal level...

levels of "bloodline" do not increase a character's character level the way a normal class level does

Since your level in D&D is determined by your xp total, and a bloodline level doesn't actually increase your level, you still have enough xp to level up after taking a bloodline level.

That being said, most tables don't play that way. The most common house rule is to have the xp at which you took the level count against your xp total (similar to crafting an item or casting a spell with an xp component). No matter which way you shake it, you're rewarded for taking your bloodline levels as early as possible. Under the aforementioned house rule, taking all three bloodline levels after 1st level would effectively set you back 3000 xp.

You see, some racial class levels are not character levels...

That means they are Level Adjustment.

When a class level is not a character level, it is an effective character level.

There is no LA Buyoff/Bloodline interaction, because Bloodlines do not confer Level Adjustments. They're extremely weird in that they count as actual levels (although not explicitly, which leads to the aforementioned funny reading), but only confer part of the benedits you'd expect of a regular level.

Either way, RAW, they cannot be bought off.

Once the total of a character's class levels (not including any Hit Dice from his creature type or his level adjustment)

not including any Hit Dice from his level adjustment is the reason why Bloodline cannot be bought off. All class levels, racial or not, are HD from level adjustment.

This might be the most "man what" thing I've seen here all year.

Only within the context of Bloodlines.

Too many Racist!

Class Levels without Character Levels are Level Adjustments defined by Savage Species and Savage Progressions. If bloodlines are exempt, that is Racist!

Bloodlines are class levels so can be used to speed up the LA buyoff process. An LA +1 race Expert 1/Major Bloodline 3 can buyoff their LA early. Also, since default Bloodlines cost nothing and don't increase your ECL, 1 LA buyoff only costs 1k xp instead of the normal minimum 3k.

It could also be argued that because they didn't use the oxford comma "(not including any Hit Dice from his creature type or his level adjustment)" it only refers to the rare case of disallowing levels of LA with HD to count for LA buyoff(such as when HD are set to d12 from whatever they were such as a an undead Lizardfolk 3) and because HD don't actually come from your type, but your race, the first part is useless text from strictly RAW perspective. However, a Lizardfolk 3 could immediately buyoff their LA if they took their racial class instead of the RHD and LA as a lump sum, especially since it pulls it even further away from being hit die from type, but rather from a class.
