if characters has nothing else to do (downtime on a ship travelling with occasionnal random encounters) how ling would it take to learn a new language providing they have a teacher ( like a knowledge cleric)?

It would take quite a while.
You can spend time between adventures learning a new language or training with a set of tools. Your DM might allow additional training options.
First, you must find an instructor willing to teach you. The DM determines how long it takes. and whether one or more ability checks are required.
The training lasts for 250 days and costs 1 gp per day. After you spend the requisite amount of time and money, you learn the new language or gain proficieney with the new tool.

I hate to say it but up to dm. Dmg says 250 days and at least 8 hours per day but doesn't state any more details on learning the new language. Does the language have roots in a language you all ready know? Can 2 speakers teach you faster? Can you use spells to learn in sleep?
