The armor or shield you touch temporarily gains a special ability commonly found on magic armor or shields. You can choose any special ability whose market price is equivalent to a +1 bonus or up to 5,000 gp, such as light fortification or shadow. The armor or shield does not need to have an existing enhancement bonus, nor does it gain one when you imbue it with this infusion.

A synergy property has a prerequisite, much as a feat does. Specifically, the item must already possess another particular property before a synergy ability can be added to it. Otherwise, synergy abilities function the same as any other armor or weapon property.

Although Artificer doesn't need any charity, going by what is written it seems more likely that their weapon and armor infusions bypass the synergy prerequisite. Thoughts?

That line is referring to the +1 enhancement bonus (or higher) that magical armor and shields have. This allows an artificer to add a property to a non-magical shield.
