Can Mending repair a Simulacrum?

The two spells seem to contradict eachother.

Simulacrum: If the simulacrum is damaged, you can repair it in an alchemical laboratory, using rare herbs and minerals worth 100gp per hit point it regains.

Mending: This spell can physically repair a magic item or construct, but the spell can’t restore magic to such an object.

So maybe Mending can re-attach a hand to a Simulacrum but not restore lost hit points?

Mending could repair the construct, but think of it's HP as part of the 'magic' which mending can't restore. You could indeed reattach a severed body part with mending though.
