A Nose For Treasure Azzelfet has advantage on any Perception or Investigation checks made to find treasure.

Amphibious Azzelfet can breath both air and water.

Shapechanger Azzelfet may, as a bonus action, change themselves into any humanoid shape that is Small or Medium.

Spellcasting Azzelfet is an 11th level Wizard, +10 to-hit and save DC 18. They know the following spells, and may have up to 17 prepared at a time (not including Cantrips).

Actions
Multiattack Azzelfet one bite and two claw attacks. They can use their Frightful Presence or cast a single spell with a casting time of one action at any time during their turn when taking this action.

Bite Melee Weapon Attack: +9 to-hit, reach 10', one target. Hit: 2d8+5 (14) piercing damage plus 1d8 (4) cold and 1d8 (4) acid damage.

Claw Melee Weapon Attack: +9 to-hit, reach 5', one target. Hit: 2d4+5 (10) slashing damage.

Tail Melee Weapon Attack: +9 to-hit, reach 15', one target. Hit: 2d6+5 (12) bludgeoning damage.

Frightful Presence Each creature of Azzelfet's choice within 60' must make a DC 14 Wisdom save or become Frightened of them for one minute. Those affected may repeat the save at the end of each of their turns, ending the effect on a success. Once a save is made or the effect otherwise ends for a creature, they are immune to it until they complete a rest.

Frigid Acid Breath (Recharge 5-6) Azzelfet breathes a 60' line of frigid acid. Each creature in the area must make a DC 17 Constitution save, taking 6d6 (21) cold and 6d6 (21) acid damage on a failed save, or half on a success.

Mist Breath (Once Per Short Rest) Azzelfet breathes out an enormous cloud of freezing, slightly acidic mist. This cloud fills a sphere with a radius of 60' which spreads around corners, centered on Azzelfet at the time of using this action. The mist blocks line of sight for anything more than 10' away for everyone in the area except Azzelfet. In addition, all creatures besides Azzelfet in the area take 1d4 (2) acid and 1d4 (2) cold damage when they enter the mist and at the start of each of their turns, though no more than once per turn.

Bonus Action
Cunning Action Azzelfet makes the Dash, Disengage, or Hide action.

Legendary Actions
Azzelfet gets three.

Detect Azzelfet makes a Wisdom (Perception) check.
Tail Attack Azzelfet makes a Tail attack.
Wing Attack Azzelfet beats their wings. Each creature within 5' of them must make a DC 15 Dexterity saving throw, taking 2d4+3 (8) bludgeoning damage and being knocked prone on a failure, no damage and no prone on a success. Azzelfet may then move up to half their flight speed.

OCR: 45 from multiattack, and then a cantrip (3d8) for another 13, for 58. OCR should be 9, but their attack bonus is big enough to make that a 10.

DCR: 189 HP puts them at 8, AC brings that to 9.

Average: 9.5. Rounding up because of a good number of spells and legendary actions and such, so AT LEAST 10, quite possibly 11 or 12. I'm hesitant to go above 12, though, due to fragility.

So call it 11.
