Is there a level 2 spell that can teleport a targeted creature (on a failed save)?

If not by RAW, is there a balanced homebrew "lesser" version of a higher level RAW spell that does this?

Nope. The closest you can get is Levitate.

There's nothing that covers this, and not much that remotely covers this.

However, here are some of the closest examples:

Misty Step (Teleports only you up to 30 feet as a bonus action)
Hold Person (Forcefully grabs a character)
Levitate (Lifts a person into the air, potentially against their will).

Making it an all-or-nothing spell isn't good with a Teleport spell, as it can either end an entire fight in a single spell, or you wasted a level 2 spell slot for nothing, and both options are not good design practices for a game.

Here's my example:

Displacement

Level 2 Conjuration spell

Range: 60 feet

Duration: 1 minute (Concentration)

Casting Time: 1 Action

Choose an object or a creature. At the end of each of your turns, it teleports in a random direction, 10 feet onto an open space on the ground. If there is no such location then it does not teleport. If it is a creature, then it may choose to make a Charisma saving throw before it teleports and end the spell if it saves. If you spend a Bonus Action, you can choose the direction the target teleports at the end of the turn rather than being it randomly chosen.

Something like Transposition would be fine I think. You and target creature simply switch places, good for helping an ally or dragging an enemy into your allies' melee range. Just teleporting someone is probably too good for dropping people off things or into cages.

Benign transposition ability by the wizard conjuration school could he converted into a spell pretty easily if you wanted to homebrew something. Could make it a higher level for a non-willing creature
