One of the greatest monsters ever made. The Halfling's Bane.
I had a Halfling Sorcerer hunted by one...it was a reincarnated enemy, with it's full memory, and levels of thief and fighter.

Tall Mouthers either hate Halflings or find them delicious.

if not official, is there a translation somewhere?

There is no official creature by that name. If there's a published conversion, I can't find it. Given a stat block I might be able to convert it, but it would be more of a spiritual successor conversion rather than a literal one, since the details of the monster-building process differs so severely between 3e and 5e.

I've got to ask, is this thing based on a "real" mythological creature? Since the Harry Potter universe features a very similar creature that is hilariously ranked as equally dangerous to a large dragon or giant basilisk.

No it's just a cool monster that hates halflings to pieces.
