The Illithids are constantly experimenting on their slaves; not all of these experiments involve implanting one of their larva into an unusual species to see what happens. In regions where the Illithids are secure against outside attack and already control most of the locally available potential slaves, they will often use these experiments as custom bred slaves collectively known as Vat-Breds.

Vat-Breds can vary significantly depending on what the what creatures the illithids were experimenting on and what task they wanted a particular slave for. All Vat-Breds have either pale skin or purplish-blue skin. The eyes of a Vat-Bread are pure white, lacking visible pupils and irises. Many Vat-Bred creatures have small unusable tentacles at the corners of their mouths (Even when Illithid experiments don’t involve larva implantation, they often do involve illithid genetic material in some form.).

"Vat-Bred" is an inherited template that can be added to any corporeal other than a construct (referred to hereafter as the base creature). The creature's type changes to aberration. It uses all the base creature's statistics and special abilities except is noted here.

Hit Dice: Change to d8.
AC: Same as the base creature.
Attacks: Same as the base creature.
Special Attacks: A Vat-Bred retains all the special attacks of the base creature and may also have psionic powers.

The Vat born can use their psi-like abilities a combined total of 9 times/day and gain an additional two uses at 11th level.
Special Qualities: A Vat-Bred has all the special qualities of the base creature and also gains the qualities noted below.
Darkvision (Ex): A Vat-Bred has darkvision with a range of 60 feet (or as the base creature, whichever is better).
Naturally Psionic: A Vat-Bred gains 2 bonus power points at 1st level. This benefit does not grant them the ability to manifest powers unless they gain that ability through another source, such as levels in a psionic class. If the Base creature has the Naturally Psionic quality, they do not stack, use the one that provides more bonus points.
Telepathy (Su): A Vat-Bred can communicate with any creature within 100 feet that has a language.
Abilities: Increase from the base creature as follows: Int +2, Wis +2, Cha +2. ??
Skills: Your distinctive form provides a +2 to Intimidate checks and -2 to Disguise and Diplomacy checks. Diplomacy and Intimidate checks against Illithids do not receive these bonuses/penalties.

I think it should be +1 cr because telepathy and darkvision helps creatures a whole lot to fight in groups.

Between the variety of psi-like abilities, the enhancement of mental stats, and the bonus feats, I'd give this a solid +1 CR rating

I'd probably disallow it for player use though, since it'd be an easy way to just get a mental stat bonus, as well as all the immunities of a non-humanoid, and the ability to pick almost every aspect of the template.

+2 to a mental stat and some psi likes as well as telepathy and darksight is usually a bad trade if there is la.
for example a dwarf wizard who takes a single level dip into mindbender gets most of the stuff of the list except for the psi likes(since they do not scale in anything else than ML and uses they become obsolete quick) and the +2 to mental stats and the type change and that dwarf have more caster levels than the person taking the template.
alternatively a warforged mindbender does have a non humanoid type and telepathy(but not darkvision)
