Goblins and kobold hold a unique place in D&D and the fantasy genre in general.

What Constructs would the Playground use as a low CR nuisance monster akin to goblins or kobolds?

Ideas for Goblin Golems also welcome because that sounds hilarious.

You can reskin Skeletons and swap their undead traits for construct traits.
Tiny animated objects work straight out of the book. Give them a Burn attack to make them relevant threats.

There's an actual Clockwork Goblin in the Construct Handbook, but it's CR3, too tough for what you want.

Monster Manual 3 has the warforged scout, which is a Small construct that’s CR 1/2. Not sure if that’s what you’re looking for, but it fits the parameters for a low-CR nuisance construct.

Reskinning isnt what I'm after at the moment.

I'd considered Animated Objects but they just lack that something I'm after.

I was unaware of the Clockwork Goblin, agreed it's CR is too high but thanks for pointing it out!
Kinda disappointed that it doesnt set everything around it on fire when it self destructs though.

Warforged Scout is closer to what I'm after, they can theoretically 'reproduce' via a Creation Forge too which is nice.

Poppets crafted using the rudimentary intelligence feat would fit somewhat. Also, and I hate to be this derivative, awakened goblin effigys.

There's a couple sources off the top of my head. There are a pair of CR 3 constructs in MM2 called automatons, and there is a Dragon Magazine article on "lesser golems" in #341, containing CR 4 fungus golem, CR 5 junk golem, CR1 paper golem, CR 3 tin golem, Cr2 wax golem, & CR 3 wood golem.

How about the Clockwerk Goblins (Dark Factions, Warcraft the RPG)?

Towers of High Sorcery have Eldritch Haunt template (Construct with Alternate Form of some magical item); example creature is Kobold Rogue 6 who turns into Glove of Storing (Eldritch Haunts are able to use item's properties even when in a "non-item" form)

Hey, those remind me of Tinker Gnomes.

I was thinking earlier and it hit me, gremlins. I suspect what I want is golem gremlins. Eg gremlins that infest or affect and/or are constructs.

Or the closest thing to such a thing.

The only Gremlins in 3.X I'm aware of are Unseelie Fir in the Van Richten's Guide to the Shadow Fey, and homebrew conversions from older editions: CR 1 (http://www.pandius.com/gremlin.html) on Vaults of Pandius, or CR 1 Fey (http://www.enworld.org/creaturecatalog/Conversions/Sprite,%20Gremlin.htm) and CR 2 Monstrous Humanoid (http://www.enworld.org/creaturecatalog/Conversions/Gremlin.htm) on Creature Catalog

Also, there are Gremlins (https://www.d20pfsrd.com/bestiary/monster-listings/fey/gremlins/) in Pathfinder - maybe, Jinkin or Vexgit would work?
