In particular for foraging; one that has numbers for things like good/bad years, terrain differences, and seasonal effects? (re: survival skill if it wasn't obvious)

Not as such, no.
There is a fair bit of extra stuff scattered around the books - Races of Destiny/the Wild/Stone, etc, Complete Adventurer, but those mostly cover tracking. Dungeon 124 has a bit on making camp. Dragon 349 has bits on gathering poisonous stuff. DMG2 also has bits on trap materials.

Though, technically I do know where a more detailed table can be found. I made it. Homebrew for my own game. You can use it if you like:

- DCs to Survive in the wild are affected by the environment.
Climate and weather:

Tropical/Subarctic: +2
Arid/Tundra: +4
Arctic/Desert: +6
Storms/Monsoon: +2

You might find some things in the "Surroundings, Weather, & Environment (http://www.d20srd.org/indexes/wildernessWeatherEnvironment.htm)" section of the SRD. I don't think it has anything for forage specifically, but it does have a table for Survival checks on getting lost, which does vary by terrain.
