The PHB makes it seem that the travel speeds are set depending on if your fast, normal or slow. It doesn't mention anything about base speed.
Is it RAW that you cover the same distance in a day walking at a dwarf pace as someone riding a horse?

RAW, your combat speed doesn't matter.

Normal travel distance per day is 24 miles on land, it doesnt matter if you're on foot, on horses or on a wagon, and your race makes no difference. Only flying vehicles and sea vessals can travel further, or if you have a horse relay set up.

Difficult terrain reduces that distance, and you could argue a good road could increase that distance slightly.
