Upcasting a spell via Wish?

How does it work if you cast a spell via wish? Does the spell get cast at its base level or as up to a Level 8 spell?

For example if you for some reason want to use Wish to cadt Healing Word. Is it a Level 1 spell or up to a Level 8 Hwaling Word?

I would interpret "The basic use of this spell is to duplicate any other spell of 8th level or lower," as including versions of upcast spells, up to 8th level and lower, as options.

With a spell as powerful as that, it seems kind of silly to go "Well, you could use this to cast Feeblemind, but I won't let you use it to cast 8th Level Healing Word."
