Is there any support by RAW for this?

Sickening Grasp modifies all melee touch attacks.

Logically it seems reasonable--Grapples are started by a nonmagical melee touch attack and would explicitly benefit from this, but starting a grapple provokes. It seems reasonable to attribute the provocation to the intimate nature of a grapple attempt.

Discharging a touch spell does not provoke. It seems reasonable to assume that making the same attack without magic would be easier not harder, but it would also not be out of line to claim that touch spells have a +4 built in to offset the natural -4 nonproficiency malus.

Are there any sources that explicitly call out mundane touch attacks as being universally proficient? Or alternatively anything that does the opposite, such as a feat that grants proficiency.
