Spells to increase other people's caster levels

Are there any spells that can be cast on another character to boost their caster level? For example a cleric or wizard(or whatever) casts spell X on the party Paladin, the Party Paladins caster level increases so he can cast a few buff spells at a better caster level etc.

It's an utterance rather than a spell, but caster lens will do it. Short duration, of course. Mostly good for when you have an ally who goes through a big Morning Buff Routine and gets all their important spells in play at once.

Hymm of Praise (SpC, Brd 3) gives +2 cl to good aligned divine spellcasters in the area (there's an evil version too of course). There's also one or two bard songs or feats or PrC abilities or something that can give a boost.

Mystic Surge is a 4th level wizard spell, PHN2. Has a range of close and works only on one spell which must be cast within a round. Gives +2 to save DC and +1 CL.
